Neanderthals & Psychopaths (of all "genders") in Bellingham gov't, using and abusing homeless people for their own profit and diabolical social engineering. Yes, the "Opportunists" have made a KILLING off the homeless, diverting huge donations and government funds as they see fit. They do practically NOTHING for the homeless when you factor in the MILLION$ they receive in donations and PUBLIC FUND$. The homeless in Bellingham are stalked, harassed, humiliated, catalogued and treated like chattel. Opportunity Council actually pays other homeless people (scumbags) to SPY/STALK their fellow homeless brethren. They take notes, pictures & videos of them, including GPS location (geo-tagging) of their "camps". Opportunity Council then shares this information with local "Law Enforcement". Similar to what the "Lighthouse Mission", the WTA Bus Drivers & other "spies" do to the homeless. All this is, of course, for the "greater good".
